President Bola Ahmed Tinubu is scheduled to present the 2026 Appropriation Bill to a joint session of the National Assembly on Friday, 19 December 2025.
A formal communication from the Presidency is expected to be read on the floor of the House of Representatives on Thursday, officially notifying lawmakers and National Assembly staff of the President’s appearance.
The planned budget presentation is contained in a letter dated December 17, 2025, signed by Admiral Essien Eyo Essien, Secretary of Human Resources and Staff Development, on behalf of the Clerk to the National Assembly, Kamoru Ogunlana. Copies of the letter were also distributed to the Deputy Clerk of the National Assembly and the heads of various departments.
According to the letter, President Tinubu will appear before the joint session in his capacity as President and Commander-in-Chief of the Armed Forces to lay the 2026 budget proposal before the legislature at exactly 2:00 p.m. on Friday.
The communication also detailed security arrangements and access protocols for the day of the presentation. It directed all accredited persons to be at their duty posts by 11:00 a.m., noting that access to the National Assembly complex would be restricted after that time. Non-accredited persons were advised to stay away from the complex entirely.
In addition, staff members of the National Assembly, with the exception of the Clerk, Deputy Clerk, Clerks of the Senate and House of Representatives and their deputies, were instructed to park their vehicles at designated locations, including the Annex and the new car park near the National Assembly Service Gate.
The annual presentation of the Appropriation Bill is a major event in Nigeria’s fiscal calendar. It marks the formal submission of the Federal Government’s spending and revenue plans to the National Assembly for legislative scrutiny, debate and approval, in line with constitutional provisions.
Following the presentation, the budget estimates are expected to be referred to the relevant committees of the Senate and the House of Representatives for detailed consideration before passage.
