The Federal Government says it has begun implementing key welfare provisions in its renegotiated agreement with the Academic Staff Union of Universities (ASUU), including a 40 per cent increase in the Consolidated Academic Allowance and the rollout of the Consolidated Tools Allowance for lecturers.
In a press statement, the Federal Ministry of Education said the move reflects President Bola Ahmed Tinubu’s commitment to improving the welfare of university lecturers and stabilising the nation’s public university system.
Announcing the development, the Minister of Education, Dr Maruf Tunji Alausa, said the 40 per cent increase in the Consolidated Academic Allowance for ASUU members took effect from 1 January 2026, in line with the agreement reached with the union.
“The Federal Government has commenced the implementation of key welfare components of its renegotiated agreement with the Academic Staff Union of Universities (ASUU), reaffirming President Bola Ahmed Tinubu, GCFR’s commitment to the welfare of academic staff and the stability of Nigeria’s university system under the Renewed Hope Agenda,” the statement read.
The Minister disclosed that some federal universities have already reflected the increment in recent salary payments. He added that all federal universities are being directed to implement the adjustment fully across their payroll systems to ensure uniform compliance nationwide.
The Ministry also confirmed that the Consolidated Tools Allowance has been captured by the National Salaries, Incomes and Wages Commission and included in the 2026 budget.
“The Honourable Minister of Education, Dr. Maruf Tunji Alausa, CON, announced the implementation of the 40 per cent increase in the Consolidated Academic Allowance (CAA) for ASUU members, effective 1 January 2026, in line with the agreement reached with the union,” the Ministry stated.
“Some federal universities have already reflected the approved increment in salary payments. To ensure uniform implementation, all Federal Universities are being formally directed to fully cascade the increment across their payroll structures.”
On the tools allowance, the statement added: “The Minister also issued a directive to Vice Chancellors on strict compliance with the implementation framework for the Consolidated Tools Allowance (CATA). He noted that CATA has been duly captured and circularised by the National Salaries, Incomes and Wages Commission (NSIWC) and incorporated into the 2026 budget.”
Dr Alausa urged vice chancellors and university managements to ensure prompt payment of the new allowances, noting that improved welfare would boost morale and strengthen teaching and research.
“Dr. Alausa urged university managements to utilise available resources to ensure prompt payment, stressing that timely implementation will enhance staff morale, strengthen teaching and research, and improve learning outcomes.”
The government said the measures form part of broader efforts to maintain industrial peace in universities and improve the quality of higher education across the country.
“The Federal Government reiterates its commitment to honouring agreements, promoting industrial harmony, and improving quality education nationwide.”
