The Enugu State Surveyor General, Justus Chime, urges the public to adopt the Digital Survey Management System and register their properties with the Ministry of Lands and Urban Development to prevent fraud, illegal land allocations, and land encroachment in the state.
Surveyor Chime made this call at a workshop organized by the Office of the Surveyor General to sensitize stakeholders, including public and private surveyors, landowners, developers, and estate agents, on the transition from analogue to a fully digital survey and cadastral management system in the Ministry of Lands.
The Digital Survey Management System is part of Governor Peter Mbah’s sweeping reforms in land administration aimed at restoring investor confidence, promoting transparency, and strengthening land ownership rights.
“This new system ensures that survey data, coordinates, and professional signatures are stored in a tamper-proof database. It will prevent duplication of surveys, eliminate land disputes, and safeguard both surveyors and landowners. Once a survey is recorded in the system, it cannot be altered or manipulated without accountability,” Surveyor Chime reveals.
A digital land survey management system is a digital solution that uses technology like GIS (Geographic Information Systems) and GPS (Global Positioning Systems) to manage land records, accurate mapping, boundary determination and facilitate property transactions.
Surveyor Chime further explained that the platform will not only protect professional integrity but also speed up approvals and ensure that survey works are traceable to their rightful owners.
Describing the initiative as revolutionary reform, the Chairman of the Nigerian Institution of Surveyors (NIS), Enugu State chapter, Surveyor Emmanuel Nnamani, says the reform is a masterstroke in sanitizing the state’s land administration system.
“Before now, there were frequent cases of multiple allocations and overlapping surveys because of poor documentation. But with this new digital system, every land and survey record will now be traceable to one legitimate owner,” Nnamani said.
Allaying fears of Surveyors who feel that their services will be replaced by technology, Nnamani encouraged his colleagues to embrace the digital system as it would not only eliminate fake cadastral plans and multiple claims on a single plot of land, but would also enhance their relevance and make land verification faster and much more accurate.
Applauding Governor Peter Mbah’s administration, the NIS chairman reveals that they now have access to modern survey equipment. These include drones, total stations, and dual-frequency GPS systems, as well as the establishment of Continuously Operating Reference Stations (CORS) across the state. These vital tools ensure data accuracy and precision.
On behalf of the Enugu State Government, Commissioner for Lands and Urban Development, Barrister Chimaobi Okorie, said the Digital Survey Management System was designed in line with Governor Mbah’s vision to make Enugu a top destination for investors, as investors seek certainty and predictability in land transactions.
“We discovered that past distortions in survey descriptions caused conflicts and overlaps; hence, the State Governor directed the deployment of a digital survey management system that enables anyone to view their land coordinates directly on their devices, ensuring accuracy and transparency.”
The Commissioner further reveals the partners in the Land reform initiative: the Ministry of Lands, the Surveyor General’s Office, and the Nigerian Institution of Surveyors.
“This is not just a reform, it’s a partnership that brings certainty to land administration and guarantees that every survey and allocation in Enugu is digitally verifiable,” he said.
Participants at the workshop described the initiative as a turning point in land matters in the state, as the System will eliminate untoward activities and secure property ownership, boost investor trust, and strengthen the rule of law in land management.
