The Leader Enugu State House of Assembly,  Hon. Ikechukwu Ezeugwu,  on Thursday, described the introduction of multi-campuses to the Enugu State Polytechnic Iwollo, a win-win situation as the campuses will be sited across the three senatorial zones of the state, create job opportunities, offer admission to our teeming youths and develop the area where the campuses are sited.

Ezeugwu said this as he introduced the bill for a law to amend the Enugu State Polytechnic Law, Law No 1 of 2015 (HB.6), 2020.

Before the amendment, the law establishing the polytechnic provides for one campus at Iwollo in Ezeagu Local Government; the Iwollo campus however will remain the main campus.

The Leader also introduced two other bills sponsored by him. Both bills seek to amend the school of Public Health Nursing and Health Technology Nsukka Law, Law No.4, 2012 (HB.7) 2020 and, the School of Health Technology Oji River Law, Law No 3, 2012 (HB. 8) 2020.

“The transition from Schools to Colleges with diploma awarding status will not only allow graduates from these schools to enlist in the National Youth Service, their certificates will be at par with other colleges and the institutions qualified to access the Tertiary Education Trust Fund, TET Fund from the government,” Ezeugwu explained as he introduced the bills.

Supporting the motions like majority of the members, Ugwuerua Emma, member representing Nsukka West constituency, pointed out the need to make this correction:

“Previously, these schools were under Ministry of Health but now, as an academic institution, the Colleges should be under Ministry of Education,” reiterated Ugwuerua.

It was a marathon day at the Enugu State House of Assembly as two more bills were considered and passed.

A bill for a law to amend the survey law cap 147 Revised Laws of Enugu State 2004 (HB. 9), 2020 and a bill for a law to repeal the Enugu State Agency for community and Social Development Law. No 18, 2010 and to provide for the enactment of Enugu State Agency for Community and Social Development and for other connected purposes (HB. 2), 2020.

The amended survey law repositions the survey office to conform to 2nd Schedule; Part 3 of 1999 constitution as amended which attaches the survey general’s office to the office of the Governor.

The survey office will now have 3 zonal offices covering the 3 senatorial zones in the state thereby improving ease of doing business, enhance the Internally Generated Revenue of the state and help enrich database on lands and other related issues.

Recall that on Tuesday, 11th August 2020, the House received a report of the Joint committee on Rural Development and CSDP and Judiciary, Public Petitions, Ethics and Privileges.

The report which was gathered at a one day hearing on a bill to repeal the Enugu State Agency for Community and Social Development Law No 18, 2010 and to provide for the re-enactment of Enugu State Agency for Community and Social Development and for other connected purposes was also considered, scaled through 3rd reading and passed.

“This bill if passed into Law, will reposition CSDP, improve socio-economic lives of rural communities, help CSDP to key into World Bank standard for effective and efficient service delivery, which will, in turn, discourage rural to Urban migration in our state,” Nnajiofor Paul, Chairman of the Joint committee explained as he presented the committee report.

The five bills were not contentious in any way as all the members supported the amendment; the bills thus scaled through 3rd reading and were passed. The date of commencement is dependent on the date the Governor accents to it.
