The Enugu State House of Assembly on Tuesday passed the bill for a law to provide for the full integration of persons with disabilities into the society, establish the Enugu State persons with Disabilities Agency and vest in the Agency the responsibilities for their education, healthcare, social, economic and civil rights, and for connected purposes bill (HB 4), 2022.
Reading the Disability bill for the 3rd time and passage had been the yearnings and aspirations of persons with disabilities in Enugu state as they asked for inclusion through domestication of the bill in the state.
Recall that this bill had successfully scaled through 1st and 2nd reading and on the 16th of November 2023 the Joint Committee on Gender Affairs and Social Development, Education, Science and Technology, Health and Judiciary, Public Petitions, Ethics, Privileges organized a public hearing on the bill.
Presenting the report on the bill, the Deputy Leader and Committee Chairman Mrs. Onyinye Ugwu member representing Enugu South Rural Constituency acknowledged that oral and written submissions were received by the committee which informed the committee’s report.
Accepting the report, the House resolved to Committee of the Whole to consider the report presented alongside the House Bill after which standing on order 14 rule 107, the Leader of the House, Ikechukwu Ezugwu member representing Udenu Constituency called for the 3rd reading of the bill which was thereafter passed by the Speaker Enugu State House of Assembly, Rt. Hon. Edward Ubosi.
