The Enugu State Independent Electoral Commission, ENSIEC, has released guidelines for Local Government Council Elections scheduled for the 21st of September 2024.
Announcing the changes in the official Gazette of the state; E.S.L.N. No 3 of 2024 signed by Professor Christian Chimdubem Ngwu, the Executive Chairman of ENSIEC said the amendments were made as ordered by the High Court judgment.
“Pursuant to a High Court of Enugu State Judgment delivered by His Lordship Hon. Justice C.V.C Ezeugwu on 27th August 2024, in the case of Aninri Local Government & 6 Ors v. Enugu State Independent Electoral Commission (ENSIEC), suit No. E/608m/2024, the Commission has been ordered to make the following adjustment to its Guidelines and Amended Timetable published in the official Gazette of Enugu State dated 17th May 2024;”
The amendment mandates that a public notice announcing the Chairmanship and Councillorship Elections must be made in all the Local Government Councils in the State.
“3rd-14th June 2024– Call for Political parties to submit information on the conduct of party primaries specifying the time, venue, and say of party primaries.”
“1st-19th August 2024–Conduct of Party Primaries including resolution of disputes arising from the primaries.”
“23rd-27th August 2024–Political Parties are to obtain nomination forms, ENSIEC 7 and Councillorship election respectively on 23rd-27th August 2024.”
“28th-30th August 2024–List of candidates nominated by political parties shall be forwarded to the headquarters of Enugu State Independent Electoral Commission, No. 3 Achi Street, Independence Layout, Enugu.”
“31st August-6th September 2024–Checking of candidates’ credentials, Councillorship candidates shall be checked at various 3 Senatorial Headquarters while Chairmanship candidates shall be checked at Enugu State Independent Electoral Commission, No. 3 Achi Street, Independence Layout, Enugu.”
“9th-10th September 2024–Return of lists of qualified and unqualified candidates on forms ENSIEC 3 and ENSIEC 4 for Chairmanship and Councillorship elections respectively to political parties.”
From the 11th to 12th of September 2024, political parties can replace unqualified candidates and submit names of two-party agents with endorsed passport photographs attached to each polling unit; these should be forwarded to the Enugu State Independent Electoral Commission.
Campaign for the elections kicks off from 7th to 20th September 2024; “Candidates and their parties shall campaign for the election in such a manner and by such guidelines as may be determined, from time to time, by the Commission. The campaign shall end by 6 pm on 19th September, 2024.”
The election will be held on Saturday 21st September 2024; Voters’ accreditation and voting by Open Secret Ballot System in the hours of 8.00 am and 3.00 pm while the Chairmanship and/or Councillorship run-off election will be held on the 28th of September 2024 if need be.
