The 8th Assembly of the Anambra State Children’s Parliament has urged the State Government to establish a Juvenile Correctional Centre, which would serve as a facility for the rehabilitation, correction, and reintegration of juveniles in conflict with the law.
This would provide an appropriate environment to guide these youths back to society as better citizens.
The Children’s Parliament also advocated for the creation of a Violence Against Persons Prohibition (VAPP) Law Commission to ensure justice for victims of gender-based violence and accountability for offenders.
Speaker of the Children’s Parliament, Rt. Hon. Victory Iruoma Ekwunife, voiced these appeals during a joint plenary session with the 8th Anambra State House of Assembly at the Legislative Chambers in Awka. She highlighted the case of a 15-year-old boy who was held in police custody for eight months, underscoring the need for a dedicated correctional facility for young offenders in the State.
Ekwunife emphasized that a Juvenile Correctional Centre would ensure that minors who encounter the law are treated appropriately and that the facility would prevent young offenders from either corrupting innocent children or being negatively influenced by adult prisoners.
The Speaker also noted incidents where police officers allegedly adjusted the ages of detained minors to avoid responsibility for illegal detention, further emphasizing the necessity of the correctional facility.
The Rule of Law and Anti-Corruption (ROLAC) program has reportedly agreed to support the establishment of the Juvenile Correctional Centre, with a request for the State Government to allocate land for the project.
In response, Rt. Hon. Somtochukwu Udeze, Speaker of the Anambra State House of Assembly, assured the Children’s Parliament that the State Legislature would work to pass the necessary resolutions to realize the establishment of both the Juvenile Correctional Centre and the VAPP Commission.
