The governor of Anambra state, Chief Willie Obiano has presented the 2021 draft estimate tagged “budget for economic recovery and consolidation”, to the members of Anambra state House of Assembly, at the Assembly complex in Awka, the Anambra state capital.
Speaking during the presentation, the governor noted that the government of Anambra state under his leadership will complete the over fifty ongoing road construction across the three senatorial zones of the state. For road maintenance, Governor Obiano remarked that about N1.2 billion has been drafted for the Anambra State Road Maintenance Agency to enable it undertake its mandate efficiently. For environment, the sum of N3.7 billion was budgeted among other things, for proper waste management in Anambra state. Similarly, the sum of N5.4 billion was earmarked for Anambra youths. According to the governor, although his government has more young appointees including two commissioners in their early thirties, the #EndSARS campaign has further “compelled a rigorous review” of the stake of youths in Anambra state.

Therefore, youth development appears a priority for the government. Also, for community projects, the sum of N1.1 billion has been budgeted; essentially for the third phase of the community choose your project initiative of the government. Basically, this is an initiative of the Obiano led government where communities in Anambra state decide the project that is of priority to them, when approved, the state government provides funding till completion.
Meanwhile, N500 million was set aside for the completion of the ongoing international conference centre in Awka, while N11 billion was budgeted for debt financing. Governor Obiano further noted that work at the Umueri Airport “has reached advanced stage”. He further assured that “all projects shall be delivered as scheduled”.
On state revenue, the governor said that Anambra state IGR has moved from N1.2 billion a month, to N1.7 billion a month. And for the coming year, “we will not increase taxes”, Obiano assured residents and Anambra business community.
The Anambra State 2021 budget as presented by Governor Willie Obiano has a size of N143, 651, 871, 651. Of this sum, about N56.8 billion is recurrent expenditure, while about N86.9 billion is capital expenditure.
The Speaker of the Assembly, Rt. Hon. Uche Victor Okafor assured that because the appropriation bill was presented early, the Assembly has enough time to scrutinize it and ensure it will be ready for takeoff, the coming year. He also assured the governor that the Assembly will give the appropriation bill “an accelerated consideration”.
Meanwhile, the Anambra State 2021 appropriation bill presented by the governor has passed the first reading yesterday, following a motion for the consideration of the bill, moved by the Majority Leader of the House, Hon. Nnamdi Okafor and seconded by the Minority Leader, Hon. Onyebuchi Offor and was approved by members.
Between 2016 and 2020, Anambra state has moved from 9th position in budget fiscal transparency index rankings to 6th in 2017, 5th in 2019 and to 2nd position in 2020.
It is expected that when passed, the 2021 Anambra state budget will have positive, real and direct impact on the quality of lives of Anambra residents.
