The Enugu State Governor Dr. Peter Ndubuisi Mbah in line with section 121 subsection 1 of the constitution of the Federal Government of Nigeria has presented draft estimates of revenues and expenditures to the Enugu State House of Assembly.

Presenting the 2024-2026 Multi-Year Budget named Budget of Disruptive Economic Growth with a total size of five hundred and twenty-one billion, five hundred and sixty-one million, three hundred and eighty-six thousand naira only (₦ 521,561,386,000.00) for the 2024 fiscal year, Governor Mbah, “it is tagged disruptive because it is structured to drive growth in a markedly different pattern than we have attempted to do hitherto.”

The proposed total budget size represents a 132% increase from the year 2023 revised budget provision of two hundred and twenty-four billion, six hundred and ninety-seven million, eight hundred and ninety-nine thousand, sixty-three naira (₦ 224,697,899,063.00).

The recurrent expenditure of the multi-year budget is one hundred and seven billion, two hundred and twenty-seven million, two hundred and sixty-six thousand naira only (₦107,227,266,000.00) while the amount allocated to the capital expenditure is four hundred and fourteen billion, three hundred and thirty-four million, one hundred and twenty thousand naira only (₦414,334,120,000.00).

Mbah also revealed two main target sectors in his economic growth drive: Education and infrastructural development.

His approach to basic education is the building of the 260 smart schools across the 260 wards in the state; “These Schools are unique not only in the fact that they will house the entire basic school classes from Creche to JS3 but also in terms of the significant changes we are making to the curriculum of the Children, where will be infusing new subject areas like Technology, robotics, Artificial Intelligence, etc. In addition, the approach to teaching in these schools will be experiential, with extensive use of practical, examples, dramatization, gamification, etc. This naturally requires extensive re-training of our teachers to enable them to grasp these new learning approaches as well as the various technology-based teaching and learning tools which we shall deploy e.g. tablets, interactive whiteboards, Learning management systems, etc.”

Mbah further revealed that the sum of one hundred and thirty-four billion, five hundred and eighty-seven million, nine hundred and eighty-two thousand six hundred- and forty-seven-naira, seventy-eight kobo only (₦134,587,982,647.78) representing 73.6% of allocation for the social sector has been earmarked to help reinvent education in the state by developing the new Smart schools; this brings the total spend on education to 33% of the total budget size.

“Another major area of positive disruption that finds expression in this budget is our drive to change our approach to public service by infusing the use of technology. In this regard, we are in the process of developing a new automated approach to governance that will involve the automation of all MDAs in the Government both in terms of how they run their internal operations and in terms how they serve the populace. Upon conclusion of this transition to e-governance, it will be possible to initiate most government services without once visiting any government office or physically interacting with any public officer,” Governor Mbah reveals.

Governor Mbah then called on the Speaker and members of the State Assembly to give the budget proposal due consideration and approval for the development of the state as the budget of Disruptive Economic Growth represents the collective aspirations of the people and for building a more prosperous, inclusive, and resilient Enugu State.

In his response, the Speaker of Enugu State House of Assembly Rt. Hon. Uche Ugwu assured the Governor that irrespective of the political affiliations of the lawmakers, they all are committed to moving the state towards greatness.

Rt. Hon. Ugwu further promised the governor that the House would give the budget expedited consideration to enable him to fulfill his campaign promises to the people.

“Yes the budget size is unusually big, it is now business unusual,” the Speaker’s comment on the total budget size.
