The Enugu State Government announces the establishment of an Access and Sanitation Taskforce to enforce the new policy against road obstruction, illegal parking, indiscriminate passenger pick-up and drop-off, and roadside trading within the Enugu metropolis.
Speaking at the meeting with stakeholders in the transport, environmental, market, and local government sectors on Wednesday, the Secretary to the State Government (SSG), Prof. Chidiebere Onyia, announced the establishment of the task force and the planned measures to ensure the effective execution of the order.
Although enforcement begins in two weeks’ time, residents are advised against obstructing the road, even as commercial vehicles and tricycles are mandated to load and offload only at designated parks.
“Most of you remember that the first Executive Order at our assumption of office was access management. We said we would remove all obstructions on the roads. We cannot remove those barricades and allow vehicles to form a new kind of barricade on the roads,” Prof. Onyia explained.
Justifying the enforcement, the SSG to the Governor says that free and open roads are critical to security and emergency response, as obstructions can hinder security personnel from pursuing suspects or responding to emergencies.
“Vehicles, tricycles, and roadside traders apprehended for violations will be taken to the appropriate local government headquarters and will not be released until prescribed conditions are met.”
On penalty for default, the Secretary to the State Government said, “Government is working with the Attorney-General to finalize the penalties, with proposed fines of N50,000 for buses and N30,000 for tricycles. Impounded vehicles would also not qualify for release until seven days after apprehension, while offenders would be required to meet stipulated conditions, including psychiatric evaluation; serial offenders will face additional measures.”
Prof Onyia further warned the task force against favoritism or interference in the enforcement process.
“The purpose of this task force is not to catch anybody; it is for people to do the right thing,” Onyia emphasized.
In response, the Chairman of the Road Transport Employers Association of Nigeria (RTEAN), Comr. Chidiebere Aniagu and the State Chairman of the Tricycle Transport Union, Comr. Kingsley Edeh pledged the unions’ support for the exercise and maximum cooperation to keep major and internal roads free for movement.
Meanwhile, the Managing Director of the Enugu State Waste Management Authority (ESWAMA), Richard Onaga, said as a stakeholder, ESWAMA will target persons blocking drainage channels, littering streets and throwing refuse from moving vehicles warning that offenders will be prosecuted for environmental violations.
