ENUGU — For more than two months, the Parliamentary Staff Association of Nigeria, PASAN, was on strike over financial autonomy tussle.

The strike action which commenced on 23rd of March 2021 was called off on 14th June, 2021 to allow the passage of necessary legislation as contained in the Memorandum of Action accepted before the call off of the strike.

In light of the above, Ikechukwu Ezeugwu, Leader of the Enugu State House of Assembly on resumption of plenary on Tuesday presented the Enugu State Legislative Funds Management bill, (HB.2, 2021).

Ezeugwu, member representing Udenu constituency revealed that the bill seeks to allow the Enugu State House of Assembly to manage her recurrent and capital expenditure in accordance with the provisions of the 1999 constitution; the bill has scaled through first reading.

By enacting this bill, all funds due to the House of Assembly for capital and recurrent expenditures shall be paid by the Accountant-General of the state into the House Accounts as statutory transfers to be overseen by the constituted Fund Management Committee for the services and administration of the Assembly.

“The bill tagged Enugu State Legislative Funds Management will allow for the setting up of a committee to manage funds accruable to the state Assembly”.

“The Committee shall consist of the Speaker, the Deputy Speaker, three other members of the House representing each senatorial district, the Director in charge of Account as well as the Clerk of the House, who will serve as the committee secretary”.

In his remark, the Speaker of the House, Edward Ubosi, enjoined his colleagues to critically study the bill, to enable them to make contributions that will facilitate the passage of the bill, which according to him will fast track the financial autonomy of the legislature.

The House thereafter adjourned its plenary to Thursday for further legislative activities.
