ENUGU —The Enugu State House of Assembly has considered and approved the virement and revote of the sum of N200, 000, 000.00 (Two hundred million naira) only from the vote allotted to the Office of the Executive Governor to attend to some essential projects in the Office of the State Auditor-General and Office of the Auditor-General for Local Government.

The N200million was saved from funds allotted for the Office of the Governor for donations, special projects and interventions in the approved estimates for the year 2021 budget.

Leading the debate on the need for the virement, the Leader of the House, Ikechukwu Ezeugwu, a member representing Udenu constituency explained that the audit offices provided for by the recently passed Enugu State Audit Law needs to be funded to operate maximally.

“The approval became necessary, in order to fund the two newly created offices which were not envisaged during the 2021 appropriation bill; Office of the State Auditor-General and Office of the Auditor-General for Local Government”.

“The virement is necessary to ensure these offices operate independently so as to discharge their statutory responsibilities effectively,” Ezeugwu reiterates.

The bill which was described as not contentious and of necessity received support from all the House members;

Suspending the standing rules of the House, the bill for a law to authorize virement and revote of the sum of N200, 000, 000.00 (two hundred million) naira only for the capital and recurrent expenditure for Enugu State of Nigeria for the year ending on 31st December, 2021 scaled through 1st, 2nd and 3rd reading and was passed.

Speaking after the passage of the bill, the Speaker of the House, Edward Ubosi, expressed gratitude towards his colleagues, Clerk, and Staff of the House for their contributions.

He stressed that the virement is vital to perfect the Audit law saying, “We cannot set up office without funding hence the transfer of fund from the approved budget for the Governor’s office to Audit office”.

The Enugu State Audit Law, Law No.2, 2021, HB No 5, 2021, according to Ezeugwu was amended to ensure probity, accountability and uniformity; the Federal Government of Nigeria and World Bank are partnering to implement a program known as State Fiscal Transparency Accountability and Sustainability for result so as to strengthen fiscal transparency accountability and sustainability in states of the federation.

In another development, the State Governor Ifeanyi Ugwuanyi has forwarded the names of the chairmen and members of the State Civil Service Commission and the Local Government Service Commission.

The nominees for Civil Service Commission are Robinson Odo as Chairman while Eucharia Offiah, Nathaniel Anike, Chinenye Odike, and Stella Ekweremadu are members.

Nominees for the Local Government Service Commission are Professor Ossy Okanya as chairman while Fredrick Ugwu, Florence Igboji, Peter Nnaji, and Eugene Odoh are members.

The nominees are to submit 25 copies of their Curriculum Vitae on or before Monday, August 2nd, 2021 to be screened on Tuesday 3rd August 2021.
