ENUGU — The Enugu State House of Assembly has passed a bill for law to establish the Enugu State Roads Fund for the purpose of financing the development, rehabilitation, and maintenance of state and rural roads and for other connected matters (HB. 1, 2022).

The bill when assented to by the Governor of the state, Ifeanyi Ugwuanyi, will be cited as the Enugu State Roads Fund Law.

The Enugu State Roads Fund law shall be a repository for revenues accruing from road user-related charges and other sources for financing the development, rehabilitation, and maintenance of state and rural roads.

Ikechukwu Ezeugwu, Leader of Enugu State House of Assembly and sponsor of the bill stated that the road funds sources include an annual subvention from the state government and the Local Governments for roads; also loans, donations, or grants by the Federal, State, and Local Government, etc.

On the sharing formula, the amounts of money allocated to LGAs from the roads fund shall be determined by the population size, length of the road, total roads budget, and value of agricultural production or agricultural potential of each Local Government Area.

Each LGA on receiving their allocation is to ensure that 90% of the money is applied to rural road projects and 10% to urban road projects.

In his comment after passing the uncontroversial bill, Edward Ubosi, Speaker of Enugu State House of Assembly reiterates, “The Enugu State Roads Fund law will bring rapid development in the state since it seeks to boost construction and asphalting of roads in every nooks and cranny of the state; good roads are advantageous to development.”

On implementation of this law and other laws passed by the legislative arm of government for the benefit of the masses and the long-awaited development of the state, the Speaker directs the House Committee on Public Account and Anti-Corruption to evaluate the implementation of these laws by relevant authorities.
