The Governor of Enugu State has presented a budget proposal of ₦ 1,062 billion to the Enugu State House of Assembly for the 2026 fiscal year.
Presenting the N1.62 trillion budget estimates on Tuesday at the Hallowed Chamber of the House of Assembly, Governor Mbah described it as a budget designed to consolidate ongoing gains, accelerate growth, and deliver development at full scale across the state. The proposed budget represents a 66.5 percent increase over the 2025 fiscal year.
For the 2026 budget estimate funding, the Enugu State Governor projects about ₦870 billion from internally generated revenue, ₦387 billion from FAAC, and ₦329 billion in capital receipts.
“These projections are backed by the assets, systems, and reforms already taking root across the state,” Mbah posits.
“The budget allocates 80 percent to capital expenditure and 20 percent to recurrent spending. This ensures that the bulk of our resources will continue to fund the roads, schools, hospitals, water infrastructure, transport systems, digital platforms, and productive assets that directly touch the lives of our people.”
“Education remains at the heart of our transformation strategy. For the second consecutive year, we are devoting more than 30 percent of the entire budget to developing the minds, skills, and confidence of our young people.”
“With the Smart Schools project now standing across all wards, 2026 will see the rise of Smart Secondary Schools and expanded technical and vocational institutions that prepare our children for a competitive, innovation-driven future.”
“Healthcare receives 10 percent of the total budget, supporting the completion and equipping of the 260 Type-2 Primary Healthcare Centres, the upgrade of 51 secondary health facilities, the completion of the 300-bed Enugu International Hospital, and the ongoing transformation of ESUT Teaching Hospital, Parklane. Our philosophy is simple: where you live should never determine the quality of healthcare you receive.”
Infrastructure and transportation were not left out, as the budget estimate provides for the construction and rehabilitation of extensive networks of urban and rural roads, the development of new transport terminals, the expansion of the taxi fleet, and the increase in Enugu Air’s capacity as a regional connector. These upgrades reflect our resolve to improve mobility, open markets, stimulate commerce, and bring communities closer to opportunity.”
“Agriculture also enters a new phase of scale. With all 260 Farm Estates nearing completion, each will be equipped with the necessary infrastructure to support fully mechanized farming and agro-processing, including warehouses, irrigation systems, tractor sheds, and energy supply. This transformation will boost food production, strengthen rural economies, and create thousands of new jobs.”
“Tourism will advance with the revitalization of Awhum, Okpatu, Nsude, Ngwo, and Akwuke, where natural attractions are being upgraded into world-class sites capable of drawing three million visitors annually.”
“The housing sector receives more than 15 percent of the budget, enabling us to deliver 15,000 mass housing units next year as part of the first phase of our broader 30,000-unit target.”
“The New Enugu Smart City, whose infrastructure will be completed in 2026, is projected to generate over ₦300 billion for the state once its development assets come fully on-stream.”
“Security remains the foundation upon which all our progress rests. Consequently, additional investments will expand our surveillance systems, extend coverage to more local government areas, and strengthen our intelligence architecture to ensure that Enugu remains one of the safest states in the country.”
Finally, Governor Mbah said, “This budget is not merely a financial plan, it is a declaration of intent. It signals our resolve to build a self-sustaining, modern, productive state that lifts every community and transforms the daily reality of our people. It is a responsible and confident reach into the future, backed by track record, strengthened by new revenue sources, and guided by strict governance principles.”
Meanwhile, Rt. Hon. Uche Ugwu, Speaker Enugu State House of Assembly, commending the State Governor for his administration’s achievements so far, promised that the lawmakers will work assiduously on the budget estimate so as to approve a working document that will aid the desired development of the state.
