The Plateau State Government has banned the use of non-transferable textbooks and graduation ceremonies in all nursery, primary, and secondary schools across the state.
According to a circular issued on Friday by the Plateau State Ministry of Education and signed by the director of quality assurance Sabastine John said the ban which affects both public and private schools is aimed at reducing the financial burden on parents while promoting uniform standards in the education sector.
“Graduation ceremonies and the wearing of academic gowns are prohibited in nursery, primary, and secondary schools, except during official Speech and Prize Giving Days.”
“The decision followed a stakeholders’ engagement on education held on August 28, 2025, where participants resolved to prohibit the use of non-transferable textbooks and graduation ceremonies in schools. The resolution was subsequently adopted by the Plateau State House of Assembly during plenary on September 2, 2025, before receiving the assent of Governor Caleb Mutfwang.
“The use of non-transferable textbooks is banned in all public and private nursery, primary, and secondary schools.
The ministry warned that schools found violating the directive would face severe penalties ‘include immediate closure of the school and withdrawal of operating license,” adding that monitoring teams have already been deployed across the state to ensure strict compliance with the policy.
It called on parents, proprietors, and school administrators to comply fully with the directive, stressing that the policy is backed by law and will be strictly enforced across the state.
