The Joint Task Force North East, Operation HADIN KAI, and the National Technical Risk Assessment Committee on Non-Profit Organisations, NPOs, are strengthening collaboration to identify and prevent the diversion of resources to terrorist groups in the North-East.
The Team Leader of the National Technical Risk Assessment Committee on Non-Profit Organisations, NPOs, Mrs Ibinabo Amachree, made the disclosure during a visit to the Headquarters of Theatre Command, Operation HADIN KAI, in Maiduguri.
In a statement by the Acting Military Information Officer, Operation Hadin Kai, Captain Mohammed Goni, explained thatsaid the visit is part of the 2026 National Technical Risk Assessment of Non-Profit Organisations in Nigeria.
She added the exercise is to build on the findings of the 2022 National Risk Assessment, which identified the North-East and North-West as areas of elevated terrorism-financing risk.
“Vulnerabilities include non-compliance with established procedures, movement of large volumes of cash without adequate documentation and security arrangements, and the possible exploitation of humanitarian and service-oriented organisations by terrorist groups,” Mrs Amachree stated.
Responding, the Theatre Commander, Operation HADIN KAI, Major General Abdulsalam Abubakar, described terrorism financing as a critical enabler of terrorist activities and stressed the need to disrupt the financial lifelines of terrorist organisations.
Major General Abubakar assured the Committee of the Theatre Command’s support for the 2026 assessment, subject to security and operational considerations.
“Humanitarian and non-profit organizations should give adequate advance notice of movements of cash and supplies to enable the military to coordinate security escorts, route protection and, where necessary, air support,” he added.
The Theatre Commander also urged NPOs operating in the North-East to maintain close coordination with security authorities and promptly report suspicious activities or vulnerabilities that could be exploited by terrorist groups.
He reaffirmed the military’s commitment to supporting legitimate humanitarian activities while ensuring compliance with established procedures.
