The Enugu State Governor, Dr. Peter Ndubuisi Mbah on Thursday signed the Land Use Regulation 2025 and Executive Order No. 1, 2025 designating several locations and Local Government Areas in the State as urban areas.

Out of the 17 LGAs in the state, by this Executive Order, 7 LGAs and some locations in 10 LGAs are now classified as urban areas.

The Executive Order titled ‘Enugu State Designation of Land as Urban Areas’ provides that these 7 LGAs now be classified as urban areas; they are Enugu East, Enugu North, Enugu South, Udi, Nkanu West, Nkanu East and Nsukka Local Government Areas.

While in Aninri, Awgu, Ezeagu, Igbo-Etiti, Igbo Eze North, Igbo Eze South, Isi-Uzo, Oji-River, Udenu and Uzo-Uwani Local Government Areas specific areas are now designated as urban areas.

In Aninri LGA, Ndeabor Urban Area measuring 10km radius and Oduma Urban Area, measuring 20km radius are now urban areas; in Awgu LGA, Agwu Town measuring 25km radius, Ihe, Agbogugu, Mgbowo, Isu-Awa, Mmaku, Ituku, and Owelli-Court.

Other areas now urban areas as approved by the Executive Orders include Aguobuowa and Oghe in Ezeagu LGA; Ogbede, Ukehe, and Aku in Igbo-Etiti; Enugu Ezike in Igbo Eze North LGA; Ibagwa Aka in Igbo Eze South LGA and Ikem and Eha-Amufu in Isi-Uzo Local Government Area.

Also in Oji River LGA, Ugwuoba and Inyi; in Udenu LGA, Obollo-Afor and Orba; while in Uzo-Uwani LGA, Umulokpa and Adani are designated as urban areas.

In his speech, the State Governor, Dr. Peter Mbah said the Executive Order aligns with his administration’s vision to make land transactions in the state transparent, efficient and corruption-free.

“This is a major milestone that we have just witnessed. This is in line with what we witnessed a few weeks ago when we formally launched Enugu State Geographic Information System, ENGIS, a system that is designed to fast-track application for land titles, and indeed other administrative functions relating to land.”

Dr. Mbah explained that the affected areas hitherto known as rural areas are now urban areas, hence property owners in such areas can now apply for Certificate of Occupancy.

“Effectively those living in those locations can come forward and apply for their title document and they will be able to obtain their Certificate of Occupancy for the property and assets they have there. Again, this brings further clarity to our land management system,” the Governor said.

Dr. Mbah further explained, “With the Land Use Regulation, there shall be no more hidden charges in land transactions. Also, double allocations and land grabbing are a thing of the past. And there will be clear timelines and fees for all land-related applications.”

Commending his team for their commitment in creating an environment that fosters ease of doing business and promotes economic development, Governor Mbah further assures citizens of the state of their plans to carry out extensive public enlightenment to ensure everyone understands the new processes.
