Prof. Kingsley Moghalu, the President of the African School of Governance, has joined the Board of Directors of the International Security Conference on Africa – ISCA. Moghalu’s nomination to the Board of the continental African Security Conference came during the ISCA’s inaugural conference at Kigali, the capital of Rwanda. The ISCA board is chaired by Clotilde Mbaranga Gasarabwe, who had served as an Assistant Secretary-General for Security Services, at the United Nations.

Other members of the Board of ISCA include, Gen. Frank Kamanzi, who served as the United Nations Force Commander in South Sudan, he also doubles as the group’s Executive Secretary. Lt. Gen. Balla Keita, a former Force Commander of the United Nations Mission in the Central African Republic. Dr. Richard Sezibera, who had served as a Foreign Affairs Minister in Rwanda, and Frederick Golooba-Mutei, a former Executive Director of the Makerere Institute for Social Research, Uganda.

Prof. Moghalu who was a panelist at the Conference delivered a lecture entitled, “Critical Raw Materials and Supply Chain Warfare,” an excellent address where he argued about the imperative of the African continent taking ownership of its resources in its own best interests. According to Prof. Kingsley Moghalu, “Nobody will give you a place you haven’t earned simply because of the milk of human kindness or any sense of justice.” This comment resonates with the realities of international politics. In his follow-up argument, Moghalu urged Africans to take charge of their resources as their bargaining power. “We must control our critical minerals and use them to demand a place at the table,” he said.

The conference which was attended by participants from across the globe, also has the host President Paul Kagame, the President of Rwanda, in attendance. In his speech, he emphasized the need for Africans to rely on themselves to meet their collective needs. “We must rely on ourselves. Security is not about armies – it is about dignity, sovereignty, and the power to shape our own narrative,” Kagame said.

The ISCA is headquartered in Kigali, the capital of Rwanda. Considering the vast security challenges facing various African countries, the group is expected to get to work to arrest the numerous levels of insecurity troubling diverse parts of Africa.
