The Federal Government has released a list of 48 individuals and entities allegedly linked to terrorism financing, in a fresh move to disrupt funding channels of armed groups.
The list, published on Saturday by the Nigeria Sanctions Committee (NIGSAC), includes suspected financiers connected to proscribed organisations such as the Indigenous People of Biafra (IPOB), Ansarul Sudan (Ansaru), and the Islamic State West Africa Province (ISWAP).
Among those named is Simon Ekpa, a Finland-based separatist figure linked to a faction of IPOB.
On 1 September 2025, the Päijät-Häme District Court in Finland sentenced Ekpa to six years’ imprisonment for terrorism offences, after finding him guilty of inciting terrorism and participating in the activities of a terrorist group.
Also listed is Tukur Mamu, a Kaduna-based publisher currently standing trial in Nigeria over alleged terrorism financing.
Mamu was arrested in 2022 and later arraigned on multiple charges, including claims that he supported terrorist groups through logistics and financial networks. He has denied the allegations.
Other individuals on the list cut across different parts of the country, including Abdulsamat Ohida, Mohammed Sani, Fatima Ishaq, Yusuf Ghazali, and Rabiu Suleiman, among others.
Entities named include Jama’atu Wal-Jihad, Ansarul Sudan (Ansaru), Islamic State West Africa Province (ISWAP), Indigenous People of Biafra (IPOB), Yan Group, and Yan Group NLBDG.
The publication comes amid increased scrutiny of financial flows linked to insurgency and separatist movements, as security agencies intensify efforts to cut off funding sources driving violence across the country.
