The Adamawa State House of Assembly has passed a bill for a law to amend the Adamawa State Chiefs’ appointments and deposition law number twenty of twenty-twenty-five to give powers to the Governor to appoint a prince from the ruling house to act in place of the incapacitated emir or chief during the period of Incapacitation.

The passage of the bill followed the presentation, consideration, and adoption of the report of the House Adhoc Committee on the bill, headed by the Deputy Speaker,  Mohammed Buba Jijiwa of Jada/Mbulo Constituency, during Wednesday’s plenary.

In its report, the committee recommended that the title of the bill be amended to read ‘A bill for a law to amend the Adamawa State chiefs (appointment and provide for appointment of an acting Emir/Chief during the period of incapacitation of the substantive Emir/chief’.

The committee further recommends that the traditional council, in consultation with the Governor, may appoint a person to act in the place of an incapacitated chief/emir during the period of incapacitation.

According to the committee, the person appointed shall take up all the duties/functions of the incapacitated chief/emir.

It said that the person shall stop acting immediately, once the chief/emir is certified recovered by a Medical Doctor from a Government hospital.

It said that if a chief/emir absents himself from official functions for three times consecutively or absents himself for three times within a period of twelve months on grounds of ill health, the Council shall, in Consultation with the Governor and in line with the existing customs/tradition, appoint a person as provided in section six of the law.

After the adoption of the report, the Majority Leader of the assembly, Kate Raymond Mamuno of Demsa constituency, moved for the third reading of the bill, seconded by Hon. Haruna Jilantikiri of Madagali constituency.

Thereafter, the Speaker, Bathiya Wesley, who announced the passage of the bill, directed the clerk to prepare a clean copy of the bill for the Governor’s assent.

Speaking on the merits of the legislation, the Majority Leader, Kate Raymond Mamuno, explained that the inputs collated during the recent public hearing and the ones in the principal law were harmonized.

Mamuno said that the traditional councils will nominate three persons for appointment to act in the place of an incapacitated emir or chief.

She added that that does not mean that the affected emir or chief will be removed, but will remain until he is certified okay to take over his throne.
