…Passes RMAFC Reform Bill for Revenue Efficiency
The National Assembly has amended the National Drug Law Enforcement Agency, NDLEA, Act, prescribing life imprisonment for individuals involved in drug offences and trafficking.
This decision was reached after the Senate and the House of Representatives adopted the harmonised report on the amendment of the NDLEA Act.
Presenting the report, Senator Tahir Monguno, Chairman of the Senate Conference Committee, explained that the amendment introduces stricter penalties to combat illegal drug activities.
The amended Act specifically states, “Any person who unlawfully engages in the storage, custody, movement, carriage or concealment of dangerous drugs or controlled substances and, while doing so, is armed with an offensive weapon or disguised in any manner, commits an offence under this Act and is liable, upon conviction, to life imprisonment.”
The Senate approved the recommendation via a voice vote during Thursday’s plenary, presided over by Deputy Senate President Barau Jibrin.
Additionally, the Senate passed the Revenue Mobilisation, Allocation, and Fiscal Commission, RMAFC, Bill, 2024, which seeks to replace the RMAFC Act of 2004.
Senator Yahaya Abdullahi, Chairman of the Senate Committee on National Planning and Economic Affairs, noted that the proposed legislation aims to restructure the commission’s framework and address challenges in revenue allocation amidst Nigeria’s economic realities.
“The Act, last revised over 20 years ago, no longer reflects Nigeria’s evolving economic realities. This bill proposes additional funding and a restructured operational framework for the commission to improve its efficiency,” Abdullahi explained.
The Senate passed the bill after deliberations and a majority vote.
Both legislations now await President Bola Tinubu’s assent to become law.
