ENUGU — Enugu State House of Assembly has re-enacted the Enugu Legislative Funds Management Law to make provisions for the management of funds of the Assembly and for other related matters.

Speaking at the plenary shortly after the passage of the bill, the Speaker of House, Edward Ubosi described the expedited hearing and passage as paramount towards ensuring the financial autonomy of the legislature even as the bill is not contentious; the members voted unanimously in favor of the bill.

Dissolving to a committee of whole, the House made some amendments giving room for the establishment of a state allocation committee, establishment of a fund management committee among others to give room for prompt allocation of funds to the State House of Assembly.

“The bill seeks to allow the Enugu State House of Assembly to manage her recurrent and capital expenditure in accordance with the provisions of the 1999 constitution;

“It allows the setting up of a committee to manage funds accruable to the state Assembly; the committee shall consist of the Speaker, Deputy Speaker, three other members of the House representing each senatorial districts, the Director in charge of Account as well as the Clerk who will serve as the committee secretary”.

Recall that the Enugu Legislative Funds Management bill (HB.2, 2021) sponsored by Ikechukwu Ezeugwu, member representing Udenu constituency and Leader of the House of Assembly on resumption of plenary on Tuesday presented the Enugu State Legislative Funds Management bill; it then scaled through first reading.

Subsequently, the bill for a law to repeal the Enugu State Legislative Funds Management Law of November 15th, 2018 and re-enact the State Legislative Funds Management Law to make provision for it, to manage its funds and for other related matters scaled through the second and third readings and was passed; the bill awaits the Governor’s assent into law.
